    halo 3 officer ranks question?

    in matchmaking i got my officer and im now a lieutenant but i didnt get the achievement or the rouge helmet. do i have to get to lieutenant grade 2 to get it or is it just being retarded for me? I have the rank and the pin but no achievement.
