    Halo Wars: If someone has 2 scarabs and like 20 falcons, are they cheating?

    I was playing this one match 2v2. One enemy was covenant and the other was UNSC, so I thought you were only allowed to have 1 scarab, even so, they take up a lot of people. How is this possible?!?! Can you hack this game like that?
