Are Halo 3 and Halo 3 Odst 2 seprate games? Is ODST an exspansion?

What is Halo 3 Odst anyways? just an expansion? or a totally separate game away from the Halo 3. IF i were to get both would they have some downloads that would transfer from one game to another?
