Can anyone explain why i cant download the legendary mappack darkness on

halo 3 when it's free? I have already changed family settings to all and made it so i can download content of any rating, yet when I go to download it it says Im not allowed to download content of this rating....the mappack has ghost town,blackout, and avalanche.
