Do rebel skulls in halo wars affect computer players or just the rebels?

My friend thinks that if you turn on the rebel sympathizer, rebel supporter or rebel leader skulls it affects the enemy army if they are AI(computer). Do they enhance just the rebels/forerunners/flood or all non human controlled units?
