Do you have to unlock forge items in Halo 3?

Also, can you keep the armor you get when you go on a
rampage , killing spree, or any of the other things?

you dont have to unlock things to use them in forge you just cant use all things on all maps. for instance you cant use hornets or banshees on "The Pit"
