Halo 3 cheaters by their modded controller?

ok so i was on ebay looking at xbox 360 wireless controllers and then i saw something interesting. there were some people who said they would mod some peoples controllers by adding 2 extra buttons like either melee or shooting.

then i come by some terms like double or rapid fire. so if someone had their controller modded and chose one of them to be shooting, does that mean you shoot twice as fast?

if so, is that how some people kill you so fast with like battle rifles when you have full health or something? because otherwise theyd have to get headshots the whole time but i got someone to hold still and i shot a battle rifle at their head as fast as i could and it still took longer than on live. how does this happen? could it really be because of their controllers? or is the one hayabusa armor? does the armor give any advantages? thanks in advance.

and please dont say its because i suck im a 3 star i think thats pretty good

yea, i think there is most definitely cheating going on. i myself can say that i am a fairly decent, if not, very good halo 3 player. i usualy dominate, but i sometimes come across the people that i just cant beat. you can only be so good at something before it starts to get unfair with added advantages. like i would try to kill someone with the old fashioned fire, melee combo. i usualy win that, but sometimes, it seems like i get hit by one bullet and they melee me, and i die. also, i have noticed that sometimes, it only takes one grenade explosion (not at close range), with me having a full shield, and i die. makes you wonder
