Halo 3.

The single player was too short in ODST, and if you've played the original Halo series, it didn't feel quite the same. The online on ODST is Halo 3.

Halo Wars was a bad idea, in my opinion. Turning a first person shooter into a RTS game is already a bad idea, and making it for a console is even worse of an idea. The gameplay got boring really fast and the controls felt stick.

Halo 3 is the best, and the cheapest because it's been out the longest. It felt most like the original Halo series, the storyline is interesting if you follow that sort of thing, and the online play is still extremely active.
