Halo 3: Help with skill levels.?

I am stuck on skill 9 and my experience is 77. I need to go to skill 10 to become a lieutenant. But no matter how many games I play. I'm always stuck at skill 9. It never increases. Is there any reason why? Thanks in advance.

If you quit games frequently, then you will lose experience. Also you're skill won't go up unless you're winning. You might just be having a bad streak, keep at it.
