halo 3 how do you use flying camera?

i got halo 3 and i dont know how to use the camera anyone know i click the left toggle but nothing happens???

You go into forge mode and press up on the D-pad.

It is a flying ball, and from it you can put stuff into a level, like put a warthog in any place on a map.
