Halo 3- Infection Question-Make almost everyone zombie?

I have a great idea for a map but I wont tell you people or you might steal it. Anyways I'm wondering if theres a way to make everyone a zombie except one person? If you know explain below.

its simple really, just set the initial zombie count to 15. since it cant set everyone as a zombie, there will always be one non-zomb.
