Halo 3 iron Skull Help?

I'm trying to get the iron skull on seirra 117 but it's never in place anything i need to do or can't do?

Defintely

Be sure you are on either Normal, Heroic or Legendary, NOT EASY. Also, you MUST start from the beginning of the level.

If you do this, the skulls will appear. Make sure your looking in the right place!

Try changing the difficulty to Legendary.
