You should have no problem ordering it, just check with your parents first.

you can still download it on xbox live, so yes. I would ask your parents though, because you'll either need their credit card to buy it or buy gamer points at gamestop (or gamestop.com)

Yes. it is just like playing Halo 3 normally or buying it. They would reccomend you be over 18 to buy it, but it is possible.
