halo 3 leveling problems?

I am a 50 in halo 3. (Best you can get)
I started a new account to get a fifty in lone wolves (which is free for all)
I am CLEARLY dominating my opponenets, with 37 exp out of 37 games. (1 exp point for every win) I HAVENT LOST! yet i see people that are like 20 wins and 8 losses and they have a 20! (i asked them, they are trying to boost too)

Question: WHY AM I NOT GOING UP?!?!?!?! i've been stuck at level 15-17 for about 10 matches! im trying to boost this up in the least time possible, can anyone give me some idea of what im doing wrong? (lol...)

I dont know why it is when i win, i dont go up, so i must be doing something wrong... again.. any tips on how to get up faster? thanks to all in advance!!!
