Halo 3 leveling up???????

I have 2 accouts for xbox live. My first acount my highest skill is 34, and i'am finding it impossible to get to 35. My EXP is around 500. No matter how many games i win and become MVP i wil not get to 35.

My 2nd acount i have highest skill 38, EXP 100.

Is anyone having trouble leveling up?
Does anyone have any tips or hints?

party up with bad people but so you can still win. then you'll be on top of the leader board. thats how its based.being on top
