Hey is there a way to add friends that you have not met and if you can what is your halo 3 name?

yes, you can add friends that you have not met.
Go to your dashboard and click on friends. There should be a option that says "Add Friend". Click on that and then type the screen name of you friend.

Yeah it's possible to do that. All you have to do is go to your friends list and click add friend.
