Halo 3 questions?

first: why does guilty spark call the chief reclaimer
second: on ranked matches how do they work out the skill rating for each match, because i can never seem to get high ratings no matter how well i do

i think its because of the other halo games and what he has done...its just a religious status like the arbiter or heretic (just names)...secondly its a whole bunch of things that make your skill level go up!! not ur actuall level e.g you could be a lvl 21 private but your still a private!! e.g (best way i can sum it up) if you start from scratch you wud be a lvl1 private...you go to your first match and completely obliterate everyone...i mean you massacre them...and you win easily by like 30 kills (sorry for the exageration), the system will realise tht as a lvl1 private you will kick ass so it balances out the leveling up (i.e moving from private to seargeant) by making you a lvl 21 private! so its tougher...all the skill level is trying to do is find your level of play so your evenly matched for other people so you aint either borderline goddliness (like you would be as eg lvl1 private) or struggling to move 3 steps before having your head blown off (which is when you get put in a game where they are all lvl99 generals lol).
