halo 3 ranking skill question?

every time i play ranked matches in halo 3 xbox live of course i win or my team wins and I'm sometimes the MVP or victor but my skill doesn't go up why wont it go up?
and i am a rank captain grade two my skill is 28

it depends on what rank you are as of now. it is easier to rank as a lower skill but th higher you get the more you have to win in order to increase rank
