Halo 3 Skill/EXP Question? (it's a big one sorry!)?

Ok, I want to be sure that I am correct in thinking this. Please let me know whether or not I am wrong, and If i am wrong, what I am doing wrong. Thanks and hopefully I wont confuse anyone LOL

Ok so in Halo 3 I have 56 EXP points, but am only at skill level 5, on the bungie.net ranking history the list all of the level titles (i.e. private, corporal etc) then AFTER that they have Global officer rankings like lieutenant, etc.

Now my question is, next to the titles for example the Lieutenant there is a column labeled Skill underneath that there is a big circle and the number ten in it. So I am assuming that means when you reach Lt. your skill is then level 10?

So I am not leveling up faster as far as skill goes because I do not have experience? Therefore I am not really that bad, I just don't have alot of experience points under my belt?

Also, once I achieve a high ranking like say 50, is it possible to go back down in skill points? and also theoretically speaking the more games I play the more experience I get (whether winning or losing) the higher my skill?

i have like 800xp ok and i have like highest skill of five so my level is low because you need both a certain xp and highest level so you can be a levle 50 and not be a general becose of lack of xp and likewise with xp, you can have 1000xp and only a 5 highest skill. And it says highest skill so if you get a 50 and drop to a 45 or something your highest will always remain 50 or however the highest you ever got was.

And if you quit games, you lose EXP resulting in a demotion. Win games alot your skill will go up. Lose/quit it will go down.
