Halo 3 Skill lvl?

I have 65 exp and i had a lvl 12 skill lvl, but today my skill lvl has dropped to 11 and i have not even played any games!
I only need 70 exp and a lvl 10 skill lvl to get to a luteneant,but if my skill lvl drops below 10 i can't do it!
Does the skill lvl always drop over time?
How can i get it back up?

There is no way for your level to go down over time. Unless the ranks are reset then you would just go to 0. Every once in a while you'll realize you had the matchmaking setting on Team Slayer where your a 46 and you ment to have it on Team Doubles where your like a 47. Other than that it will not go down over time, but winning games without losing will raise it.
