The title should explain most of the problem. But here it is in more detail. My brother, myself and a friend created a couple maps using Forge for Halo 3. When we went to custom matches while connected to Xbox Live we couldn't play our matches because it said our settings wouldn't allow it. Yet, when I checked our personal setting it said that we could. So I then tried playing our forged courses with out Xbox Live connected, and we could play them. Any particular reason why it does this?
