Halo 3 + Xbox Live Help Me?

When I start matchmaking on Halo 3, It'll run for 15 minutes. Then It will say, There must not be enough players on this playlist or something like that. Why is this happening when there are 27,000 ppl playing Team Slayer and it found 200 games. It just isn't finding any Possible games.

Ideas?
