Halo wars question about reinforcement numbers?

How do you get more than 40 reinforcements in halo wars as a unsc
And also, what are the reactors as a covenant

You can have up to 50 reinforcements as the UNSC and the covenant dont have reactors you have to upgrade their technology in order to get more power.
