With the Halo Wars Special Edition can I download the Mythic Map Pack after somebody else already did using the same CD? Or is there some serial number thing where there is only one download per CD?

No, you can not.

1. Its a code on the card that comes with the game, kinda like the Flashback Map Pack for GoW2. Put the code in Redeem code in the marketplace, and there you go.

2. It can only be used once.

Its hard to be patient, but just wait. The maps will be out within a week or so.
