Halo Wars will be rated PG?

I'm from Australia and have been looking at Halo Wars online, and the game is rated PG. I think the other Halo Games are rated M or MA, so what's going to be different? Less action? For internation people looking at this in Australia the ratings go:

G- General
PG- Parental Guidance
M- Mature
MA 15+- Restricted to over 15 year olds

It goes further but no games are rated R.
