Help me assemble a Team Slayer team for Halo 3 multiplayer.?

I want to make an orginized team that can meet daily and increase each others team slayer score. I want this to be routine thing so I don't want any people responding that are going to flake out. I am a captain grade two and only have a skill rating of 22, so as you can see I clearly have a problem. However, I am not that terrible at halo, I am actually o.k. its just that I get teamed up with people I swear that have never played halo in their lives. I also don't want people teaming up with me that have over 10+ skill in team slayer because although you are a good player I wont play as good because I am going to be playing against people of higher rank than I am used to. So people in the 20's in team slayer would be great.
