How do I use a Leader Power in Halo wars on UNSC side?

Whenever I play deathmatch on UNSC side in Halo wars Xbox360 I cannot use the leader power aka carpet bomb, mac shot or cryo bomb. anyone know how to use them? I also do not get a hero like I do on the covenant side please help.
