How do you make a game variant in Halo 3?

I can't find it anywhere. I can make map variants in Forge, but how do you do things like adjust options for a multiplayer game? like Starting weapons, No respawns, etc. and save it as a game variant?

Press x at forge lobby to edit game options.
Then when you are done save them.
