Honestly, it kind of sounds...I dunno. Tiring? Like a football game for Xbox or something. Or one of those war games for the computer, like Empire Earth, Warcraft, or Age of Empires. You know how you can individually control each player and basically just have to watch the game instead of truly being in the action? But you still control how things go? Yeah it sounds like that, according to the summary I read on Halopedia. So I imagine it could get boring pretty fast, although it WILL be a nice break from the usual way of playing that game.
I would get the special addition if it isn't to expensive, because you are the one paying for it. But the mythical maps would be a bonus, since they can be added to Halo 3.
HOWEVER, read the plot on Halopedia. It says that Halo Wars is basically explaining how the Covenant were first encountered and other stuff. I have read the Halo books, so I know about the first Spartans and stuff. But I am surprised that the Master Chief will not be in the game since he was one of the main first spartans. But it doesn't matter because if you have not read the Halo books, this game will probably answer a lot of questions about the start of the war. And I always enjoy watching the cut scenes so those should be fun :]
Overall, I would recommend reading all the reviews for it on Amazon, and pay attention to how people felt after they beat if the first time. Did they want to play it again? Was it addicting? Or was it Fun the first time, not worth another play? And most importantly, did most people think it was worth the money?
And if you have any friends who get it, see how they feel about it, and maybe even see if you can try it out with them.

Oh and I noticed that it seems like they will not use the names jackals or grunts, instead going by their covenant names like Kig-yar, etc.
pss. Oh and sorry I should stop with this, but there's also this. Also from the article. I'm guessing this is how the majority of the game will look, although you will be able to zoom in on characters. But yeah, it's up to you if it looks interesting or not. But remember, Amazon reviews!
