I downloaded the Heroic Map Pack for Halo 3 but it still won't let me play

then You need to download the cold storage it is free other then that it is JS a server problem.

Nowadays, on Halo, they really seem to try and rip you off. Most game types say "DLC required". That means all the DownLoadable Content (Heroic, Mythic, Legendary) is required to play. It is a real rip I think, so I just play the kind that are considered "free". If that is not the case, then I'm not sure what the problem is. Hope that answer your question.

If you haven't already downloaded the map called 'Cold Storage' (It's free) then try that. Other than that, I'm not sure what you're problem might be.
