I Need Halo 3 Skull Help?

I have gotten the first 7 out of 12 skulls and i have 1 piece of armor. my buddy thinks u have to get the skulls on heroic, casue i got them on normal, why do i not have any armor and whhat skill level do i have to do them on to get more armor?
