In Halo 3 what is "The Arbiter"?

Is he/it some type of Elite alien race

The Arbiter was the commander in charge of the Covenant in the first Halo. After he failed to protect the Halo, he was deemed to be the Arbiter, or a specific Covenant who is sent to die on a suicide mission. The Arbiter is an elite, but despite what the leaders of the Covenant want, he never dies,so he and his elites are betrayed and are ordered to be eliminated in genocide.
