In Halo Wars when building units?

In Halo Wars when you build units and you (garrison) lock down the base, does it make the units stronger than usual once you unlock the base?

No. It just protects them from attacking.

Nope. But it's still important - it protects them from attacks and also keeps them a secret. If your enemy scouts (uses a warthog/ghost/chopper to run over to your base and see what your building) they won't be able to see what units your making and therefore will have to guess what they are and how to counter them.
