Is Halo Wars part of official Halo canon?

Ensemble Studios recently announced that The Flood would be making an appearance in Halo Wars, which takes place 30 years before Combat Evolved. Combat Evolved was supposedly when humanity, and the Covenant first found the flood. Can anyone say: Continuity error?!
