Is it possible to make it so that only player one can edit in Halo 3 Forge mode?

In Halo, I know that there is an option so that only party leader can edit, but this only works online. Is there a way that I can play local forge and have it so that only player one can enter edit mode?

I thinm so, go to options look there I found something that said only I could forge. nobody else.
