Is your Halo 3 Rank determined by Current Skill or Highest Skill?

ok so in case the question isn't specific enough... here my example...

Current Skill : 28
Highest Skill : 31

i was once skill 31 but then backed down to 28, will my rank reflect a Captain or Major once i get the required amount of exp?

(or will i have to grind my way back to 30+ current skill to become a major?)

once you get a highest skill of say 31, then if u lose your 31, u still keep your highest skill of 31. lol make since?

yea it will, you need to get back to anything higher that 30

once you get there, it won't go down.
