No, recon armor isn't unlockable.

The ONLY ways of getting recon armor is:

-Working for bungie
-Winning a tournament for bungie/doing something so amazing/funny that makes bungie say "Hey, this guy deserves it". You have to do something no one has ever done before.

I really think those pics that you reccomend to friends are actually just going to turn out like "chain" or "fowards" emails and text messages.

theres hundreds of thousands of players that play halo 3, i'm not exactly sure that Bungie would keep track of everyone and who they send it too.

That doesent mean you shouldn't try though! Who knows, maybe Bungie really would award Recon to those people
