Security Shoulders And Halo 3! Please Help!?

I got the security shoulders today in halo 3, I didn't know how I got them so
I searched on the Internet, it said you need 850 halo 3 gamerscore and at least 45
achievements. But I only have 500 halo 3 gamerscrore and 29 achievements! I want to know how I unlocked these shoulders? Did bungie just make a mistake?
