Is this game any good tell why or why not also , Fallout 3 and Halo 3 : Recon , what can you tell me about those games

I heard that fallout 3 is going to be good. And halo: Recon will just be an expansion of halo 3. But i think it will still be good. And fallout 3 is coming out this month.
