What are the legalities of running a Video Game Tournament? (Halo 3)?

I’ve been planning a Halo 3 Tournament and I wanted to know if I needed any special permission/approval by Microsoft or Bungie. I know they allow organizations to run events like MLG, but do I need permission? Thanks!
How would I get approved if needed?
