Does it mean to get the achievement you have to be in a ranked match or does it mean you have to be in another game that isn't a ranked for Example: Social Slayer

What does it mean in the halo 3 achievements when it says a ranked free playlist?

Ranked Free Playlist means a Ranked Game in a Playlist that doesn't require the Maps you have to pay for.
