The scene at the end with the monument and the marines suggested to me that the war was over. I know that all the flood on the ark was destroyed, the prophet got killed, and the elites left, but aren't there still prophets and brutes who hate the humans and want to destroy them? Would the grunts and jackals still be with them? it seemed a little weird to me that the fighting would just stop after the ark was destroyed. Has this explained somewhere else or did I miss something? I also think it would be really cool if the Arbiter died doing something heroic at the end instead of Miranda or Johnson, because all the Arbiters have to die and stuff. The arbiter and elites' end seemed half-assed to me.
