What is Halo Wars I really wanna know?

So a couple days ago my friend sent me the trailer for a game called Halo Wars, so, what I wanna know is if this is going to be a real game or is Bungie ****ing with me.

Halo wars is a new game in the Halo series that is based on the same style as Command and Conquer or the Warcraft series. Top down building bases and commanding troops in large numbers.
