well, i look all over to find a game like halo wars like it features of upgrades, and soldiers, and to make more units from buildings, all that and bases or not just help?

Closest game to halo wars by what? If you mean like building up, setting up your forts and reinforcements all then you mean by strategy.
There aren't much strategy games out there that are entertaining or at least captures attention.
But I do know one game and it's pretty fun and entertaining.
It should be this game "World In Conflict" if you ever heard of it. It's for Xbox and PC not sure if it's for PS3. There is multiplayer. It's a strategy game that associates with the Cold War between the US and the Former Soviet (Russia).
