When I sign in Halo 3 on Xbox Live I cant send messages or listen to

messages but I can when Im on dashboard? I can sign in on Halo 3 on Xbox live and I wont be able to send messages or listen to voice messages...but I can recieve them...but I can go to my xbox dashboard and do everything why is it doing that?
