1) Your graphic card (or integrated graphic card) is too old.
2) You need to upgrade your Directx.
3) You need to repair your Directx. (Which sometimes, a upgrade will do the job, but I've been in situations where I had to reinstall windows to fix it. But that was during the Directx 6 era)
