Why are covenant units so useless compared to human units? (halo wars)?

They have a pretty big disadvantage in just about any situation. The disadvantage is still present even when your units should have the advantage according to the manual (Vehicles beat Infantry, Infantry beat Aircraft, and Aircraft beat Vehicles). Why is the game like this?
