Why does my 360 say Play DVD when I put halo 3 in?

None of my games do this, but i literally just bought halo 3, so its not damaged from me. It also looks scratch free.
i just discovered gta IV does the same thing. i have to put both games in for like 5x before they read, but then they play flawlessly
