Yes, everyone who gets halo 3 odst will receive the halo reach beta. I do believe however that some people will be left out do to what they have done, modding achievements to get all of them before they are available.

Yes, there is an option for The Reach Beta on the main screen of ODST's campaign disk, but it will be grey and unselectable until the Reach Beta comes out.
