will the new halo 3 multiplayer maps ever going to be free?

or it will always require me to pay?
if i enter a game that somebody created with one of the new maps , would i be able to play it? , would it download it to my console so i would have it?
can somebody send me a map if he want's to?

The maps will be free next Spring/Fall sometime, I heard June but I can't promise that's actually when it will happen. As for your other questions, you cannot play any game whatsoever on any of the new maps if you haven't paid for them, Bungie made sure that they couldn't just be sent around for free. Now I'm sure somebody will figure out how to do it but I wouldn't go around playing them online in fear of the Banhammer.

TO play in the new Halo 3 maps, you need to pay for it at least $10 or 800 Microsoft Points.

I heard rumours that the maps will be free at the end of Fall 2008.
